andhra pradesh tax practitioners and consultants association support one time gst amnesty scheme for section 164 the andhra pradesh tax practitioners and consultants association has recently made a representation to the finance minister nirmala sitaraman in support of a one time gst amnesty scheme for section 164 limits this move comes in response to the issuance of notices under section 73 of the goods and services tax act which states that a proper invoice should be issued by the supplier ie details of taxable value tax charged and other such particulars mopidevi venkata ramana rao a former minister of andhra pradesh and current member of parliament has written a letter to the finance minister supporting the one time gst amnesty scheme for section 164 limits the letter advocates for addressing issues related to section 164 of the goods and services tax act of 2017 rao emphasises on the concerns and difficulties being faced by taxpayers especially small businesses who have to go through the hassle of obtaining the requisite invoices and documentation at various stages of the supply chain this in turn also leads to additional compliance costs and also increases litigation as price the provisions of the gst act if a recipient fails to pay consideration for the supply received the input tax credit availed earlier shall be recovered along with interest the penalties can be as high as 100 % of the tax amount in some cases to provide some relief the one time gst amnesty scheme for section 164 limits would allow taxpayers to declare these pending bills and clear the dues without incurring heavy penalties the association has requested the finance minister to look into this matter and provide necessary relief to taxpayers
